Committee Configuration:
- Minimum of  4 members must be in each committee
- At least two of the members must have strong skills in internet, email, etc.
- One person must coordinate all outgoing communication including status

Committee Mission/Vision: (on-line)
- Clear documented charter and mission and vision
- Deliverable based 6 month, 1 year and 2 year plan
- Budget and fund raising plan

Reporting:
- Submit on-line as a minimum quarterly update on the status of various projects
- Evaluate contribution of each member of the committee every year
